Durante el gobierno del Presidente Allende la educación fue principalmente pública y gratuita, existiendo esta condición en los tres segmentos: primaria, secundaria y superior. Con la llegada de la dictadura esto cambió: se eliminó la gratuidad universitaria y afloraron los establecimientos con fines de lucro, es decir, con el interés en obtener mayor ganancia, descuidando muchas veces la calidad.
