El 18 de abril de 1979, 62 personas familiares de detenidos desaparecidos se encadenaron a las rejas del Ex Congreso Nacional, en la época aquí funcionaba el Ministerio de Justicia. Las familias solicitaban la libertad de sus seres queridos y la derogación del decreto de amnistía promulgado el año anterior. Por este hecho son detenidas y acusadas por el Ministerio del Interior de infringir las disposiciones de la Ley de Seguridad Interior del Estado.
